After years of divided provincial command, twelve surviving Imperial authorities submitted to a common civil order. The Concord restored unified oaths, recognised central law, and ended the last major period of open territorial fragmentation.
The Crown ordered the first comprehensive registration of citizens, offices, service appointments, noble houses, and sworn authorities. Its surviving records became the foundation of the modern Imperial Registry.
The Imperial Assembly was established as a permanent legislative chamber. Voting seats were separated from the offices of Speaker and Clerk, and bills were required to pass through recognised stages before being presented for assent.
Imperial forces reopened the principal routes between the capital territories and the outer marches after decades of disruption. The campaign restored taxation, communication, and lawful administration across several long-isolated regions.
A coordinated mutiny by several provincial commanders attempted to seize authority from the central government. The uprising failed before dawn, but its severity led to a permanent strengthening of the Imperial Council, the Wardens, and internal scrutiny of military command.
The public record was formally divided into distinct institutions: The Imperial Herald for proclamations and public notices; Acta Imperia for issued instruments; Codex Legis for assented law. The Edict also established that restricted or sealed matters were to be omitted from public registers rather than displayed as withheld entries.
The final recognised Emperor died during the defence of the Imperial seat. His household guard and sworn defenders held the inner approaches until they were overwhelmed, preserving the sovereign archives but failing to secure a living successor. The Imperial bloodline was thereafter considered broken and unauthenticated.

The Imperial Council declared that the Throne stood vacant, not abolished. It further declared that no minister, commander, council seat, or temporary authority could inherit or succeed to the Imperial title merely by holding power.

The Black Seal Decree established seven binding conditions that any future claimant to the Throne must satisfy. The conditions were deliberately made severe to prevent another succession war and to ensure that no claimant could prevail through force, popularity, or political agreement alone.

The Settlement confirmed the Lord Imperator as the highest living and active authority during the vacancy of the Throne. The office was empowered to govern, command, appoint, and preserve the state, while remaining constitutionally separate from the extinct Imperial title.
The Imperial Wardens were reorganised under a unified code of patrol authority, public warrants, detention review, and complaint escalation. The reform established that arrest was not punishment and that the existence of a warrant did not constitute a finding of guilt.
Following a series of breaches and unlawful disclosures, the most sensitive state archives were divided into sealed compartments. Access became dependent upon office, capability, and recorded authority rather than rank alone. This reform shaped the modern structure of the Inquisition and the sealed state record.
The noble register was restored after decades of inconsistent recognition. The reform distinguished Standing, representing what a House presently holds, and Prestige, representing what a House has accomplished and permanently retains. Citizens were again permitted to establish new Houses through lawful registration.

The Empire consolidated its technical, architectural, industrial, and maintenance authorities into the Order of Imperial Artifice. The Order was charged with preserving essential works, maintaining Imperial systems, and recovering knowledge from damaged or abandoned installations.
Administrative paralysis, vacant offices, and the failure of several regional commands forced many central institutions to suspend ordinary public operations. The Empire remained legally intact, but its government entered a prolonged period of silence and institutional decline.
The present Lord Imperator took office and assumed active command of the surviving Imperial institutions. The accession began the present restoration of the Registry, central administration, public law, military command, and Imperial service.
Recruitment into Imperial service was publicly reopened, and the first new notices were entered upon the restored Chronicle and Imperial Herald. This event marked the practical beginning of the present Imperial revival.
